One developer is taking burned lots as down payments on new tract ho&lt;a href="http://bp1.blogger.com/_aVNFfJcFYaE/R6j7FRj-2jI/AAAAAAAAAIc/O2pX7U7o_SE/s1600-h/mcd_Logo.JPG"&gt;&lt;/a&gt;mes that aren't selling.&lt;br /&gt;&lt;br /&gt;&lt;div&gt;&lt;div&gt;&lt;div&gt;&lt;div&gt;&lt;div&gt;&lt;div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;More than 1,000 foreclosed houses repossessed by banks are up for auction in fire-ravaged areas.&lt;br /&gt;&lt;/div&gt;&lt;div&gt;"Daily we get flyers in the mail from people wanting our business," said John Vehar, 56, an AT&amp;amp;T Inc. project manager who lost his home in Ramona, north of San Diego.&lt;br /&gt;&lt;/div&gt;&lt;div&gt;The abundance of unsold houses and underemployed builders and contractors has helped Southern California get off to a fast recovery after nearly 2,200 homes were destroyed from north of Los Angeles south to the Mexican border. Flames charred about 800 square miles and killed 10 people.&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Insurers are putting money in people's pockets. They have doled out $1.27 billion to cover wildfire damage, more than half the total claims of $2.26 billion. Industry watchdogs say companies may be trying to avoid lengthy payment disputes that dogged them after Southern California's massive wildfires in October 2003.&lt;br /&gt;&lt;/div&gt;&lt;div&gt;"This is the fastest ever - they're writing the check and getting out of Dodge," said George Kehrer, a lawyer at Community Assisting Recovery, a nonprofit group that counsels wildfire victims.&lt;br /&gt;&lt;/div&gt;&lt;div&gt;The state insurance commissioner has received only 138 complaints about wildfire coverage. Only 22 relate to underpayment by insurers, far fewer than in 2003.&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Southern California, once one of the hottest housing markets in the country, was already suffering a severe housing slump that has only deepened since the fires. Home sales in a six-county swath were at their lowest in 20 years in December, according to research firm DataQuick Information Systems. New home construction is at a standstill.&lt;br /&gt;&lt;/div&gt;&lt;div&gt;The median home price in Southern California fell to $425,000 last month, the lowest since February 2005. With potential buyers pinched by the tightening credit or waiting for prices to fall even lower, fire victims flush with cash from insurance payouts are prime targets.&lt;br /&gt;&lt;/div&gt;&lt;div&gt;"In a slow time for homebuilding, it's a way for us to keep our people employed," said Mick Pattinson, chief executive officer of builder Barratt American, which is soliciting heavily in the Rancho Bernardo area of San Diego. In the seaside enclave of Malibu, near Los Angeles, where homes were lost in October's fires and again in November, rebuilding is slowed by state restrictions on coastal construction. After the 2003 fires, insurers were required to pay only policy minimums to customers who wanted to move. Under a new state law, they must pay whatever the policy will cover to rebuild on the burned lot.&lt;br /&gt;&lt;/div&gt;&lt;div&gt;"Right now the market is such that you can buy a house for a lot less than you can build one, especially with construction costs up," said Chris Hasvold, a broker in fire-struck Fallbrook, north of San Diego. "The appeal of moving elsewhere is that you can get on with your life."&lt;br /&gt;One couple recently swapped their burned lot in Escondido, about 40 miles north of downtown San Diego, for a $250,000 credit on a new $700,000 tract house nearby. He said he expected to hold on to the burned lots until the market recovers.&lt;br /&gt;&lt;/p&gt;&lt;br /&gt;&lt;br /&gt;&lt;div&gt;Frank Monticello, a financial manager at Hewlett-Packard Co., considered selling his burned lot on the Rancho Bernardo street where he and his wife have lived for two years. Then a developer offered to build a custom home for about the same price he would pay for an older house in the area.&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Monticello negotiated a lower price once he learned the builder was selling similar floor plans in Riverside County at a substantial discount.&lt;br /&gt;&lt;/div&gt;&lt;div&gt;"We could probably wring some more out of them if we wait, but we really want to get going here," said Monticello, whose wife, Cheryl, gave birth to their second daughter shortly after the fires. Now if only Santa Claus would bring some furniture.&lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;The couple were able to trade their scorched lot and insurance payouts for free-and-clear ownership of their new Escondido home, using a program offered by Michael Crews Development. Crews is one of several local builders who are adapting their business models to help fire victims transition into new homes. &lt;/div&gt;&lt;div&gt;&lt;br /&gt;"We're not excited. I haven't been excited in months," Jack Phillips said as he surveyed his new, empty home. "We're happy and pleased to get moving forward. Michael Crews Development sold the new home for $699,900, and the company hopes to at least break even on the trade, said Mark Connal, sales director for Michael Crews Development. He said $250,000 of the sale was compensation for the burned lot. &lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;Whether Michael Crews can profit on the trade depends on the future market for a home on the lot. The trade allows the couple to move into their new home within a matter of months rather than wait in a rental for more than a year to rebuild on the old lot. Rebuilding homes for fire victims requires a tricky balance of offering discounts and sympathy while turning a profit, builders said.And for some smaller builders, the fires offer much-needed business as they struggle to survive during the housing downturn.&lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;"It's unfortunate that, as they say, the misery of some is the fortune of others," said Mario Landini, president of San Diego-based Innovative Development and Construction. "Business is way too slow versus the year before. ... If it wasn't for the fire, I wouldn't be meeting with anyone. It's unfortunate, but it's driving the business."&lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;Landini said he will rebuild homes at a 10 percent discount over his normal price. The rising cost of building materials ---- in part because of increased demand from China ---- adds some ambiguity to a rebuilding process that takes many months to design and plan, said Don MacLean, corporate vice president of operations for RWR Homes.&lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;"I can't guarantee that a year from now, (building costs) would be the same price. It probably won't be," MacLean said. &lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;By trading their lot with Michael Crews, the Phillipses are able to avoid the guesswork of rebuilding. Several builders said they would consider similar trades but have only received interest so far from fire victims looking to rebuild on the same lot. &lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;One of those victims is Patrick O'Sullivan, who said he wanted to stay in the same Rancho Bernardo neighborhood. O'Sullivan has decided to rebuild with Stonefield Development and never considered trading in his lot for a new home before Christmas. &lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;"We're staying in our (rental) house. We don't want to be moving again. Our next home will be our own home on our old lot in our old address," he said.Staying in the neighborhood and rebuilding means his family will stay in a rental house for 18 months, O'Sullivan said. &lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;Both O'Sullivan and Phillips said they selected their respective builders based on the quality work and sympathetic help.O'Sullivan said he is looking to collaborate with his neighbors and take advantage of a group rebuilding discount, something that many companies offer. &lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;Construction companies can cut down on costs related to transporting materials and building by working on several projects in close proximity at the same time, said Nick Pappas, president of K. Hovnanian's California Coastal region. On its face, rebuilding allows companies to offer reduced prices in comparison to new homes, Pappas said. Because the builder does not need to worry about changing the land's entitlements or building infrastructure, rebuilding a burned-down home can cost as much as 40 percent less, he said. &lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;Single-home building represents a change in K. Hovnanian's subdivision-focused business model, one that Pappas said will remain after fire victims are in their new homes. And the housing downturn makes it easier to find construction workers.&lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;"Subcontractors want the work, desperately," he said.
